NO MATTER HOW MUCH EMMER WANTS TO CUT THE STATE BUDGET, HE HAS NO PLAN ON HOW TO DO SO
In June 2010, Minnesota Public Radio asserted that Emmer had not forwarded a plan for the state budget and quoted his refusal to deny that he had no plan:
Emmer has yet to detail the departments or agencies he would eliminate, and has repeatedly declined to provide specifics on how he'll balance the state's budget. Instead, he said he's embarking on a listening tour to gather input from the public.
"You've got to hear what we've been saying," he said. "And what we've been saying is that before we start telling you what we know needs to be done, we're traveling this state and we're listening." [Minnesota Public Radio, 06/14/10]
In May 2010, the Star Tribune wrote that Emmer, the Republican-endorsed candidate for governor, has not offered details on his plan to balance the FY2012-13 state budget, when the state is expected to face a $6 billion deficit. From the Star Tribune:

On the campaign trail, Emmer said a state government reduction of 20 percent "would be easy." He says the cuts would be the result of an overhaul of state government, rather than across-the-board slashing.
"We will start taking apart those things and do what people expect and deserve," he said.
